WHAT DOES AN INTERNAL REVENUE AGENT, FEDERAL, STATE AND LOCAL GOVERNMENT, DO? As a Federal, State, Local Government Specialist Internal Revenue Agent you will plan, coordinate and conduct both independent examinations of Federal or State Governmental or Quasi-Governmental entities and outreach activities. These are designed to provide IRS educational services and promote voluntary compliance with Internal Revenue Code requirements. Examinations or outreach activities contain unique, complex or special audit features or governmental accounting, tax law, investigative or compliance problems where there is little or no previous guidance.As a Federal, State, Local Government Specialist Internal Revenue Agent, you will:
Conduct compliance and outreach activities including employment tax examinations and review of information return reporting compliance. Conduct examinations tax returns, claims, collateral requests or potential fraud; coordinate the conduct of full compliance checks to determine that all required returns are filed. Research of tax laws and regulations to locate legal authorities and precedents. Prepare comprehensive written reports to the governmental official on the results of compliance inquiries. Identify previously unknown potential areas of non-compliance requiring policy determinations, legal interpretations or law changes to promote voluntary compliance. Conduct taxpayer education and outreach programs to promote voluntary compliance. Collaborate in the design and delivery of web based tools and virtual outreach events to educate government entities on employment tax and information return reporting requirements. Utilize examination methods, interviewing techniques and presentation skills to develop information regarding employee compensation, fringe benefit issues or worker classification. Examine computerized accounting, payroll systems and records; explain the accounting and other issues involved and the applicability of pertinent tax law, regulations and related filing requirements; explain corrective actions required or adjustments to promote future compliance. BASIC REQUIREMENTS FOR ALL GRADES:
A Bachelor's or higher degree in accounting from an accredited college or university that included at least 30 semester hours (45 quarter hours) in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance. OR A combination of experience and education at an accredited college or university equivalent to a four year degree that included courses equivalent to a major in accounting, i.e. at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. OR A Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia. OR Are currently serving as an Internal Revenue Agent GS-0512 and have been in this position for at least one year or was previously an Internal Revenue Agent GS-0512 and held the position for at least one year. AND You must possess the following professional accounting knowledge's:
Principles of Accounting, Intermediate Accounting, Cost Accounting, Advanced Accounting, and Auditing. For more information on the required accounting knowledge's please refer to Internal Revenue Agent Basic RequirementsThis knowledge is typically acquired by completion of an accounting degree from a four-year college or university. If not from an academic environment, the knowledge can also be obtained from certain work experience. In addition to the above, you must meet the requirements described below:
GS-13 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
diversified professional accounting or auditing work that required applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities. Experience interpreting and applying Federal tax law to determine the correct tax liability from filed and/or non-filed returns as it applies to Federal, State and Local Governments and related employment tax issues. Experience analyzing business relationship and financial practices to determine if employee/employer relationship exists. Experience developing tax issues based on analysis and evaluation of overall taxpayer business operations and financial condition. Experience interacting with Federal, State or Local government officials, taxpayers or their representatives to explain the applicable laws and filing responsibilities. Examples of specialized experience as follows:
verbally and in writing explain accounting practices, law and regulations of employment taxes as they relate to government agencies. Identify potential areas of non-compliance to determine if corrective action is required. Promote future compliance and utilize alternative methods of dispute resolution. Conduct or instruct technical tax informational seminars for taxpayers and/or peers. Participated as a team member on an audit.- The experience may have been gained in the public sector, private sector or Volunteer Service. You must have been at the GS-12 level for 52 weeks (time-in-grade requirement).

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
