As a GS-14, Program Manager (Procurement), you will:
Represent the senior Program Manager and supports Assistant Director and Procurement/Project Management Division Director, in exercising responsibilities and authorities assigned to the organization with regard to DOE-Environmental Management (EM) assigned projects for major source selections. Ensure the completion of assigned contract solicitations, negotiations, awards, and oversight duties within existing contractual regulations, and provide written and oral technical and project management advice to the SEB, that is accurate and reflects the specific contract's terms/conditions and applicable regulations. Identify, review, strategize, and analyze actual or potential procurement planning, technical support, and project management/execution problems; and recommend and/or negotiate with Consolidated Business Center (CBC) staff, supported site managers and staff, and major contractors on resolution and implementation of effective solutions. Collaborate in the coordination and administration of source selection activities consistent with guidance contained in DOE Acquisition Guide, Chapter 15.1, to include, but not limited to, leading a large and diverse team through all phases of the source selection process, and participating in the successful collaboration with and briefings to senior-level DOE personnel throughout the procurement process. Collaborate in the development of innovative problem-solving techniques to resolve complex-wide procurement planning and execution issues and concerns. SPECIALIZED EXPERIENCE REQUIREMENTS To qualify for the GS-14 level, your resume must clearly demonstrate that you have one year of specialized experience to at least the GS-13 level in the federal service working on complex service-type source selections. Qualifying experience includes the following types of tasks performed on a regular and recurring basis:
(1) Providing sound technical and business advice to senior level management officials on acquisition the regulations, policies, procedures, and statutes for major source selections; (2) Planning and negotiating the procurement of highly complex environmental clean-up services and/or programs; and/or (3) Significant involvement in the full range of pre-award procurement activities including acquisition planning, solicitation development, and proposal evaluation for large and complex service-type requirements in voting member capacity. Knowledge of the principles, practices, and procedures related to all aspects of life cycle planning, project management, and project execution, policies, guidelines, instructions, procedures, scheduling and risk management systems, and other documents pertaining to planning, management, and execution across environmental clean-up projects. KSA 2:
Ability to gather, assemble, correlate, and analyze problems and factual data, draw sound conclusions, and make recommendations associated with improving the efficiency of work methods, procedures, and management control systems, in order to obtain optimum results, accomplishing within tight time constraints and limited resources. KSA 3:
Skill in analyzing planning and project management/execution relationships to ensure proper integration of activities of supported sites and major contractors on requirements and issues. KSA 4:
Ability to communicate effectively in a variety of situations, requiring sophisticated reasoning, identification of subtle issues, and the ability to determine appropriate courses of actions quickly and articulating clearly KSA 5:
Skill in prioritizing competing requirements, to maximize effective use of limited resources to meet the mission. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
