Assistant Chief Supply Chain Officer (CSCO)

The Assistant Chief Supply Chain Officer (CSCO) is a senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment areas, responsible for the development and integration of a cohesive supply chain. Supports oversight, guidance, management and integration of supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations. Operationalizes performance and measurement of logistics functions throughout the VA HCS for all aspects of the supply chain including requirements determination, acquisition planning, coordination, oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment. Conducts logistics audits, compliance reviews and program effectiveness and efficiency reviews based on self-developed and nationally developed standards, of all facility activities to ensure stellar level services are provided and comply with all applicable laws, rules, regulations, directives and procedures. Serves as a senior logistics management officer, integrating acquisitions and procurement, logistics and related support and services for the supply chain, EX/NX and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Reviews complex and novel logistics and supply chain management issues and develops new methods, processes or techniques to address these. Reviews changes in agency objectives, key legislation and industry standards and determines appropriate changes in logistics policy and processes. Plans for and coordinates new logistics program requirements. Leads the coordination of logistics / supply chain efforts with other federal agencies. Develops plans and proposals for interagency projects and services. When issues arise with these agencies, serves as a technical expert in developing innovative solutions to these. Based on technical knowledge of logistics and supply chain management, recommends policy, procedures and methods that best meet the needs of the VA HCS. Plans and carries out long-range (5-10 years) logistics studies and forecasts and makes recommendations for long term policy and programs based on these studies. Evaluates evolving technology in the field and determines the best use of technology to accomplish logistics program objectives. Accounts for the integration and alignment of acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care. Oversees the execution of standardized business processes, established performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the facility. Supports the coordination and integration of new technology and/or implementation of new supply/equipment requirements. Serves as expert logistician for the CSCO. Integrates operations for the acquisition and procurement of complex healthcare resources that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support the complex requirements of a large healthcare system. Oversees, guides, manages, and integrates supply chain operations across the facility/organizations; plans/coordinates with fiscal, acquisition, clinical and administrative operations. Provides expert input with direction of supply chain, budget projections/execution for logistics programs and contracts, and in VISN financial, business, capital asset management, clinical, and administrative operations. Serves as a senior VA HCS logistics expert and utilizes extensive knowledge of supply chain systems and requirements and provides direct support to the VA HCS, multiple campuses, and support catchment areas; provides expert level technical advice and guidance to all organizational logistics personnel pertaining to logistics. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
serving as a supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a group with a variety of occupations and subordinate supervisors. NOTE:
Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation on resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
