Registered Nurse (Chief Nurse)

In this key leadership role, the CN has responsibility for resource planning and utilization; assuring the implementation of the quality management program; specified performance measures, identified national and local programs and initiatives, utilization and evaluation of clinical information technology systems and tools. He/she functions within this leadership role to assure the delivery of nursing care, patient and employee safety, customer and nursing staff satisfaction, effective use of resources, and compliance with a broad range of performance measurements and external reviewing body requirements. The CN executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines, influence organizational mission and health care. The CN is responsible for administrative functions of their assigned nursing units/programs. The CN functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service and other services. The CN must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Duties of this position may include but are not limited to:
Responsible for sound fiscal and human resource management, program development, customer service, hiring decisions, staffing, employee relations, evidence-based standards of care, nursing peer review and professional practice evaluation, successful implementation of accreditation standards and all other internal and external accrediting bodies specific to nursing practice under his/her scope of responsibility. Actively manages and develops collaborative partnerships with clinicians, physicians and administrative counterparts to achieve common goals. Participates in Medical Center committees, union partnerships and professional community organizations to continuously improve the quality of care and resolve staff and/or patient care issues. Responsible for the oversight of managers and staff who are responsible for demonstrating and maintaining full competency in the use, pre-cleaning and/or reprocessing of reusable medical equipment. Guides development and implementation of evidence-based standards of care to ensure excellence in care. Serves as an expert consultant to nurses and other disciplines in the conduct, dissemination and utilization of research through integration of evidence-based practice. Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of population groups Provides executive input in the strategic planning, budget, mission, operational planning, and policy development for local and network efforts. Provides leadership in addressing ethical issues that impact patients and staff in or beyond the organization and the local health care community. Assumes a leadership role in resolving highly complex ethical issues that have an impact upon the health care delivery system and/or the consumer within the organization and/or the community. Develops staff for career progression. Forecasts new knowledge needs for changing practice environments/population groups. Plans, implements, and evaluates strategies to meet those needs. Provides leadership in improving and sustaining the quality and effectiveness of care in diverse or complex programs. Collaborates with staff, other disciplines, faculty, and peers in developing, conducting, and evaluating research activities and programs. Provides leadership in research or evidenced-based practice utilization in the areas of nursing, health and/or management systems which are congruent with the organization's mission and goals. United States Citizenship. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. The following criteria must be met for the Nurse IV grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference:
VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements:
Per VA Directive and Handbook 5019 - a physical examination will be conducted based on the physical requirements of the position. A physical examination prior to placement is required. Regarding this specific RN position, The population of male and female veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. The VA Medical Center is a major interdisciplinary teaching facility, serving medical, surgical, and neurological inpatients and outpatients. There is a large outpatient psychiatric population, with admissions for medical co-morbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
