Lead Contract Specialist

You will:
Exercise independent judgment in directing the work of team members; assign and prioritize the work of team members and ensure quality, assurance and timeliness of team members work and review team members work. Report to the supervisor on the team's and individuals' work accomplishments, problems, progress and training needs; inform the supervisor of performance management issues/problems. Provide guidance, coaching and assistance to team members on acquisition issues. Serve as a liaison to program offices, providing advice on acquisition issues and long range strategic planning. Serve as a Contracting Officer with unlimited Contracting Officer authority. You will spend more than 50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. In addition to the requirements above, you must have (and will be required to maintain) a Federal Acquisition Certification in Contracting (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA) in Contracting Certification Level III. Applicants Who Are Not Current EPA Employees:
You will be required to obtain and maintain a Federal Acquisition Certification in Contracting (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA) in Contracting Certification Level III. In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing contract support services, including preparing, monitoring and issuing contracts; recommending improvements/changes to procedures and/or practices; and leading, coaching, or mentoring others. Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1. Ability to manage and coordinate activities to maintain control over various contractual actions. 2. Ability to work in teams. 3. Skill in oral communication. 4. Knowledge of the Federal Acquisition Regulations (FAR). 5. Knowledge of audit methods and contractor purchasing systems. 6. Knowledge of planning, development, implementation and administration of contractual actions. 7. Knowledge of the analysis, determination and application of cost type, incentive and award fee type incentive and award fee type, fixed price type and sharing cost of contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
