Procurement Technician

Procurement Technician/ PD# 10047-A Responsible for maintenance of the item and vendor files in IFCAP. Verify the accuracy of item and vendor files to improve reporting times and quality of data being reported. Responsible for expiring contract log upkeep and for the notification to service lines of expiring reports. Works within established policies and procedures to complete a wide variety of administrative tasks (e.g., performing market research, pre-award surveys, past performance reference checks). Conducts and documents market research to identify small, disadvantaged, veteran, disabled veteran and women owned business concerns and for relaying information obtained to appropriate acquisition managers. Maintains the electronic files in e-CMS, including the scanning of all require documents for upload to the e-CMS briefcase. Maintains the COR log for the facility and sends out notices to individual COR's whose certification is ready to expire. Recorder at bid openings, preparation of bid abstracts ensuring confidentiality and accuracy of all documentation. Coordinates the administration of Privacy, Cyber-Security, CBI and any other required training for applicable contractor employees. Recommends payment or nonpayment of contracting invoices based on evaluation of contractors' progress and initiating paperwork process. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Basic Requirements:

Experience:
Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge and skill sufficient to independently perform numerous tasks and assignments to completion simultaneously. Knowledge of the organization's programs and technical requirements sufficient to plan and carry out a procurement program and to advise technical representatives in procurement planning and preparation of statements for work. Knowledge of VA and Federal Procurement Regulations as they apply to contract solicitation and administration and the ability to apply them in situations lacking precedent (i.e. knowledge of supporting documentation for modifications, amendments and abnormal situations). Knowledge of construction and service type contracts, sole source contracts, small purchase procedures, requests for quotations and requests for proposals. Knowledge of contractor's responsibility in performance of contracts (i.e., payrolls, progress payment amendments and modifications). Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
