Social Worker (Program Manager)

The incumbent serves as the Director of the Community Outreach Division (COD) in the Cincinnati VA Medical Center's (CVAMC) Mental Health Care Line (MHCL). The primary purpose of the COD Director is to provide leadership, budgetary oversight, and programmatic management to:
1) Programs:
Health Care for Homeless Veterans (HCHV), Housing and Urban Development/VA Supportive Housing (HUD/VASH), Grant & Per Diem (GPD), Homeless, Primary Care Team (H-PACT), Community Outreach, Special Projects, as well as 2) Staff:
social workers, mental health counselors, nurses and support personnel assigned to the Mental Health Care Line (MHCL), Community Outreach Division (COD) of the VA Medical Center, Cincinnati, Ohio. Provides supervision to all assigned staff within the COD, administrative, budgetary and clinical consultation to MHCL management, fiscal, clinical staff, and direct clinical care. Is a member of the MHCL Council and the Homeless Veteran Care Coordination Workgroup. Participates in all management-level decisions and is directly responsible for the administrative, clinical, budgetary, space, personnel and professional activities related to the COD. Serves on various professional, community, MHCL, COD, VA Healthcare System of Ohio and Mental Healthcare System of Ohio, and VISN 10 committees, task forces, and work groups. Other duties and responsibilities include but are not limited to the following:
Provides leadership, budgetary oversight, and programmatic management to Health Care for Homeless Veterans, Housing and Urban Development/VA Supportive Housing and Grant & Per Diem. Plans, controls, organizes and directs the activities of staff with the COD, ensuring compliance with legal and regulatory requirements and meeting customer and stakeholder needs. Provides leadership and guidance in determining the resource needs of all Division elements, distributing initial resource allocations, and adjusting resource allocations as dictated by a change in the program needs. Exercises supervisory personnel management responsibilities. Advising and providing counsel to employees regarding policies, procedures, and directives of management. Selecting or recommending selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Developing, modifying, and/or interpreting performance standards. Planning and scheduling work in a manner that promotes a smooth flow and even distribution. Identifying changes in priorities and taking action to implement changes. Provides active and well informed administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising innovations in operations and constructive, cost-effective approaches to the resolution of problems. Develops networks with a wide array of public and private organizations to meet the needs of Veterans. This involves establishing meaningful communications and ongoing dialogue with such agencies in order to keep abreast of new programs, changes, procedures, or other entitlements/ eligibility areas of interest to our Veteran population. Utilizes critical thinking skills to develop, fund, evaluate, and redesign programs to achieve maximum efficacy. Oversees the establishment of program monitors and outcome measurements within programs assigned using data-driven quality assurance processes. Develops community outreach events and implementing special projects. Provides education, both within the Medical Center and the community, about services for Veterans. Develops networks with a wide array of public and private organizations to meet the needs of Veterans. This involves establishing meaningful communications and ongoing dialogue with such agencies in order to keep abreast of new programs, changes, procedures, or other entitlements/ eligibility areas of interest to our Veteran population. Demonstrates knowledge of legal, ethical, and professional standards applicable to social work practice as well as demonstrating global knowledge of social work practice in health care and mental health settings. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. 7402(b)(9), To qualify for appointment as a social worker in VHA, all applicants must meet the following:
United States Citizenship:
Must be a citizen of the United States. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. //www.aswb.org/ English Language Proficiency. Candidates must be proficient in spoken and written English GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. GS-14 Social Worker (Program Manager):
(1) Experience and Education. One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs:
(a) Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. (b) Ability to translate management goals and objectives into well-coordinated and controlled work operations. (c) Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. (h) Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. (4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-14 grade level, social worker program managers are assigned to manage, direct, and oversee a major specialty program(s) at the facility, VISN or VA Central Office level. As the facility level program manager, typical assignments include serving as a care/product line manager. Program managers may have responsibility for staffing, work assignments, budget, services provided, program criteria, day-to-day program operations, and all reporting requirements. Additionally, program managers at this grade generally have collateral assignments, determined by the needs of the local facility. The program manager provides analysis and evaluation of program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. They develop and monitor staff compliance with practice, standards and guidelines. Differentiating Independent Practice from Advanced Practice Level. Experience must be evaluated to differentiate between independent practice and advanced practice levels. A social worker practicing at the independent level has a generalized knowledge of practice, (which is required for all social workers at the full performance level and above.), whereas the social worker practicing at the advanced level has specialized knowledge of practice typically related to a particular diagnosis or patient population. The advanced practice social worker can be further differentiated from the independent practice social worker by their ability to expand clinical knowledge in the profession, provide consultation and guidance to colleagues, role model effective social work practice skills, teach or provide orientation to less experienced social workers, develop innovations in practice interventions, and provide clinical supervision for social work licensure or certification. A social worker with advanced practice skills and personal qualifications that meet the standard for the senior social worker will have passed an advanced generalist or clinical Association of Social Work Boards (ASWB) examination and be assigned to a position that requires use of the advanced practice skills in order to be considered for the senior social worker grade. Practicum in a VA Setting. A VHA practicum experience may not be substituted for experience, as the practicum (field placement) is completed prior to graduation with a master's degree in social work. The physical demands of this position involve active listening, reading, observing and evaluating verbal and nonverbal behavior, walking, speaking, writing reports, writing policies and procedures, writing clinical notes, using office equipment such as computers, telephones, fax machines, photocopy machines, and driving throughout the VISN. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing (4 hours or more), stooping, sitting, bending, pulling, and pushing. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patient who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. This position requires full participation in the violence prevention program.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
