HR SPECIALIST (HR DEVELOPMENT)

WHAT DOES A HUMAN RESOURCES SPECIALIST (HR DEVELOPMENT) DO? As a Human Resources Specialist, you will serve as a consultant and advisor to management on identifying training gaps and performance improvement needs. In this role, you will be responsible for developing programs to align learning and development needs with business objectives and evaluating employee training to ensure individual and business needs are being met. You will be required to perform extensive analysis on complex employee development duties affected by the requirements of the workforce. As a Human Resources Specialist (HR Development) you will:
Serve as a performance consultant by using state of the art process models to identify, evaluate, and recommend solutions to improve job performance and which support business goals and mission priorities. Provide advisory services to all levels of staff concerning basic program policies, regulatory, requirements, and procedures. Monitor and review budgetary performance within the centralized training plan and provide guidance on fiscal concerns relating to training plan management. Analyze and evaluate training programs and instructor performance making recommendations to program managers to increase program quality and overall effectiveness. Apply tools to evaluate training programs, and analyze the feedback to improve training courses and delivery. Review and revise courses including changes in materials, content, training aids, and instructional methods and techniques developing curricula for occupations or functions based on the job competencies required. Study and apply evolving trends, developments, and applications in the employee development and learning field, including e-learning, to ensure that the business unit offers the latest in adult learning. Develop guidelines, instructional methods, course materials, training aids, and improved applications of educational technology for use by education specialists, instructors, managers/supervisors, and employees. You must have 3 years of progressively responsible experience, 1 year of which was equivalent a at level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service . General experience for this position includes:
experience that is relative to the work of this position. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing; OR You may substitute education for general experience as follows:
Four (4) year course of study leading to a Bachelor's Degree at an accredited college or university in any field of study. GS-07 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
applying Human Resource principles and practices. Experience using information of research, fact-finding and evaluative techniques in order to perform research of customer request; experience using automation to accomplish workload, research, and data retrieval. Examples of qualifying work experience include:
Working with a specialist for human resource functions; or equivalent organizations; experience analyzing HR problems and ensuring accuracy of employee personnel information; experience communicating both verbally and in writing; OR 1 year of graduate level education at an accredited college or university in any field of study. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following:
A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Working with a specialist for human resource functions; or equivalent organizations; Analyzing personnel problems; Implementing changes in human resources requirements; and ensuring accuracy of personnel employee information. OR Master's or equivalent graduate degree in any field of study. OR Two (2) full years of progressively higher level graduate education leading to any field of study. OR LL.B. or J.D., if related. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes:
applying Human Resource principles and practices, as well as consultative skills. Experience using information of research, fact-finding and evaluative techniques in order to perform research and analyze results; Experience using automation to accomplish workload and research, report/graph presentations, data retrieval and to prepare written guidelines and recommendations .Examples of qualifying work experience include:
Participating as a specialist/analyst for major human resource functions or equivalent organizations; Analyzing HR problems; Implementing changes in human resources requirements that will meet future mission demands; and ensuring accuracy of personnel employee information:
Trains HR employees in the utilization of HR programs and systems. OR Ph.D. or equivalent doctoral degree. OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. OR LL.M., if related OR A combination of experience and education equivalent to the amount required. Options for qualifying based on a combination will be identified in the online questions. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
