The major duties of the Executive Assistant will include:
Provides information, advice, and assistance to the Associate Director on a wide variety of management and administrative projects, policies, issues, and initiatives which support accomplishment of the medical center's mission. Coordinates matters affecting the Associate Director and facility policy and operations; recognizes areas in which greater economy and efficiency appear possible and conducts and/or directs a myriad of studies or management reviews, crossing organizational and functional lines, to analyze new or existing management techniques in an effort to identify opportunities for improvement. Defines objectives, establishes plans, formulates milestones, directs and guides others in accomplishing assignments, and evaluates accomplishments toward achieving objectives. Consults with Associate Director and members of the quadrad to assess short and long range goals, objectives, and initiatives and participates in the development of the medical center's strategic and business planning. Responsible for informing appropriate personnel of any changes in administrative policies, establishment of new procedures, and practices to be used by subordinate services, and ensures practices are consistent throughout services with direct report to the Associate Director. Develops comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects, actions, and activities requiring the involvement of the Associate Director. Represents Associate Director in interacting with other facilities, VISN, Central Office, and external organizations. Serves as the liaison between the Associate Director and subordinate services, relaying or obtaining information, scheduling briefings, and providing and communicating instructions. Ensures that the organization's strategic plan, mission, vision, and values are communicated to the Associate Director's direct report services and are incorporated into strategies, goals, objectives, and work plans. Communicates work assignments, projects, problems, solutions, actionable events, milestones, program issues, and deadlines to team members and service chiefs. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression, GS-12, for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Provides expertise and leadership in the planning, development and implementation of administrative endeavors associated with the medical center's network and VISN initiatives as they occur; Provides leadership with clinical strategic planning in the medical center. Develops both long and short-range policies and plans for the organization by coordinating the medical administration needs of the medical center or network; Provides active and well informed administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems; Analyzes new or amended legislation and directives, and develops policies and standards to cover programs, activities, or functions for which the agency has responsibility; and maintains continuous liaison and communications with higher VISN and/or Central Officer to assure assigned actions are handled within prescribed time limits and that responses conform to procedural and substantive requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
